Funding guidance

$30/acre for first-time cover crop users or $20/acre for returning users, up to 160 acres per participant.

Additional assistance for first-time users: $10/acre for transition to no-till or strip-till and $3/acre for nitrogen inhibitor with fall fertilizer, each limited to 160 acres. The separate Greater Des Moines Watershed program offers $25/acre on up to 500 acres; combined eligible coverage may reach 660 acres, subject to each program's requirements.

Resource Enhancement and Protection (REAP) Tax Credit Program (2026-2027)

Funding guidance

Tax credits cover 50%, 75%, or 90% of eligible conservation BMP costs.

Agricultural operations may receive up to $250,000 in tax credits over 7 years. · First-come, first-served PA income tax credits for practices including cover crops, no-till equipment, grazing, manure management, nutrient management, livestock exclusion, and riparian buffers. Credits can be sold or transferred one year after issuance. State- or federal-cost-share portions of a project are not eligible for REAP credits.

New grant awards are suspended pending updated regulations; guaranteed loans remain available.

Supports renewable energy systems and energy efficiency improvements. Applicants without a fully executed Financial Assistance Agreement will need to reapply under a future notice.
