Program policy (application PDF, rev. 10/23/2023): 'Applications must be submitted 7 working days prior to the first Wednesday of the month'; the board considers applications at its first meeting of each month. Program page says over $150,000 is available at the start of each fiscal year (policy: $100,000 general conservation + $50,000 Haul Road). Separate contact and application for the haul road program.
- Eligibility
- Wasco County residents/landowners (and educational/resource organizations in Wasco County). Eligible projects include irrigation upgrades (must improve water- or energy-use efficiency by at least 15%), livestock watering facilities, juniper removal, rain harvesting systems, and rock for erosion-prone agricultural harvest (haul) roads. Must follow NRCS technical standards, maintain the practice at least 10 years (or EQIP lifespan), and complete within 2 years of approval. Match requirement: Applicant pays 50% of project cost (labor match at no more than BOLI prevailing rates).
