Organic Certification: Who Decides, How to Get It, and How to Keep It
A complete guide to USDA organic certification: who holds authority, the roadmap from land history to certificate, what happens when a certifier finds a noncompliance, the records that sustain certification, and which supply-chain operations need certifying.
USDA writes and enforces the organic standards and accredits certifiers; an accredited certifying agent makes the certification decision; an inspector gathers evidence but decides nothing. Land for a raw organic crop generally needs three years with no prohibited substances applied, plus an Organic System Plan, records, inspection, and a certification decision before any crop is sold as organic. A noncompliance follows a defined sequence — written notice, correct or rebut, resolution — and only escalates to proposed suspension when a correction is missed. Certification then continues through annual review. Downstream, certification responsibility turns on the activities an operation actually performs, not its job title.
The inspector is not the certifier

USDA sets and oversees the national system
The National Organic Program is part of USDA’s Agricultural Marketing Service. It develops and enforces consistent national standards for organically produced agricultural products sold in the United States. It also accredits private, foreign, and state organizations to act as certifying agents and audits those certifiers [1][3].
The National Organic Standards Board is a federal advisory board. It considers public input and makes recommendations to USDA, including recommendations concerning substances on the National List. USDA conducts the rulemaking and enforcement work; the board itself does not certify operations [3][4].
The certifier manages the operation’s certification file
A USDA-accredited certifying agent is the operation’s primary certification authority. The certifier reviews the application and Organic System Plan, assigns or arranges an inspection, reviews the inspector’s report, requests additional information or corrective action when needed, and decides whether to issue or continue the certificate [2][5].
Certifiers vary in fees, service regions, languages, sectors, and experience with particular operation types. USDA recommends considering factors such as fee structure and distance. The inspector gathers evidence
During an onsite inspection, the inspector compares actual practices and records with the Organic System Plan and certification requirements. The inspector may identify missing information or apparent concerns and will document the inspection. The certifier then reviews that report with the rest of the file before making a decision [2].
Do not wait for inspection day to disclose a change
Changes in fields, facilities, products, labels, suppliers, inputs, processing, or management may require an Organic System Plan update and certifier approval. Contact the certifier before implementing a material change instead of relying on an informal conversation during inspection [2].
Certification has scopes and details
A certificate is not a universal badge covering everything an organization owns. Organic certification can cover crop, livestock, wild-crop, and handling activities. Buyers should review the operation name, physical locations when relevant, certification scope, certified products or addenda, certifier, and current status. A certified farm is not automatically a certified processing facility, and a certified ingredient does not automatically make every finished product organic. How to verify an operation
Search the USDA Organic INTEGRITY Database for the operation’s legal or certified name.
Confirm that the operation is currently certified and not suspended or revoked.
Check the relevant scope and the products or crops associated with the certification.
Compare the database record with the current certificate and product addendum supplied by the operation.
Ask the certifier when the record, scope, product, or activity is unclear.
Step 1: Define what you want to certify
Start with the actual production and marketing plan. Identify the parcels, crops, livestock, wild-crop areas, products, facilities, and handling activities that may fall within certification. A farm may have both organic and nonorganic production, but it must be able to prevent commingling and contamination and maintain clear records for each part of the operation [7][8].
What product will be marketed as organic?
Which parcels, greenhouses, orchards, pastures, livestock groups, or facilities are involved?
Who owns and manages each part of the operation?
Will harvesting, storage, packing, processing, brokering, or labeling occur under the same business?
When does a buyer need certified supply, and is that date realistic?
Step 2: Establish land and material history
For crop land, reconstruct at least the required three-year history before the intended organic harvest. Collect input application records, prior-manager affidavits when appropriate, leases, maps, spray records, invoices, and other evidence that helps establish the last use of prohibited substances. Fallow or pasture land may qualify sooner when adequate records show the required period has already elapsed [7].
Do not assume that “natural” means allowed
The National List and its annotations control which nonorganic substances may be used. All substances used on an organic operation must be approved by the operation’s certifying agent before use. Save the product identity, formulation or label, approval, date, rate, location, and purpose [9].
Step 3: Choose a certifier early
USDA-accredited certifiers can issue certificates under the national standards, but their service regions, fees, sector experience, timelines, languages, and application systems differ. USDA’s Organic Certifier Locator is the authoritative starting point. Ask prospective certifiers whether they serve your location and certification scope, what documents they expect, how they review materials and labels, and how their fees are structured [5].
Step 4: Build the Organic System Plan
The Organic System Plan, usually called the OSP, explains how the operation will comply. It should describe the production or handling practices and procedures the operation will perform and maintain, the substances used, monitoring, recordkeeping, and the measures used to prevent commingling or contact with prohibited substances. For a producer that can include field histories, fertility, seed sourcing, pest management, buffers, harvest, storage, and sales. A handler’s plan may also cover suppliers, receiving, processing, sanitation, labels, formulations, inventory, and traceability. The plan must match the farm or business an inspector will actually see [7][10].
The OSP is not a school exam with one perfect narrative. It is an operational control plan. Use names, field identifiers, maps, procedures, suppliers, storage locations, equipment-cleaning steps, lot codes, and responsible people that the team can follow consistently.
Step 5: Application review and onsite inspection
After receiving the application and fees, the certifier reviews the submission. When the file is ready, an organic inspector visits the operation. The inspection tests whether the practices, facilities, products, fields, inventories, and records align with the OSP and organic requirements. The inspector reports evidence; the certifier reviews the report and makes the certification decision — the role map above sets out why that distinction matters [2].

Step 6: Maintain certification
Organic certification continues through an annual review and inspection process. The operation must update its OSP when practices or products change and must maintain records that allow organic products to be traced. Additional inspections or testing may also occur. Contact the certifier before introducing a new input, label, field, facility, supplier, product, or process that could affect the approved system [7][2].
What happens if the certifier finds a problem
A noncompliance is not automatically a lost certificate. The federal regulations set out a defined sequence, and most issues end at the first step. When an inspection, review, or investigation reveals a noncompliance, the certifier sends written notification describing each noncompliance, the facts it rests on, and the date by which the operation must correct or rebut it. When the operation resolves each item, the certifier issues a written notification of noncompliance resolution and the matter closes [15].
Escalation happens only when a rebuttal fails or a correction is not completed in the time allowed. The certifier then issues a written notification of proposed suspension or revocation covering the whole operation or the affected portion. That notice must state the reasons, the proposed effective date, the effect on future eligibility, and the operation’s right to request mediation or file an appeal. Where a noncompliance cannot be corrected, the two notices may be combined, and a certifier with reason to believe a violation was willful may move straight to proposed suspension or revocation [15].

Most issues resolve at step two. The rights and deadlines belong to the operation, so read the actual notice rather than relying on a summary [15].
The deadline in the notice is the one that matters
A notification of noncompliance carries a date by which the operation must correct or rebut. Missing it is what converts a fixable finding into a proposed suspension. If the correction cannot be completed in time, say so in writing before the date rather than after, and ask the certifier what is possible [15].
Budget for certification and transition
Certification fees vary from a few hundred dollars for some small, simple operations to several thousand dollars for larger or more complex businesses. USDA states that eligible operations may receive reimbursement for up to 75 percent of certification costs through the Organic Certification Cost Share Program, not to exceed $750 per certification scope. That cap matters when building a budget: an operation with a $3,000 certification bill is not reimbursed $2,250, and an operation certified in more than one scope applies the cap separately to each. Conservation and technical-assistance programs may also help with parts of the transition, but eligibility and funding availability should be confirmed for the current year [7][2][11].
A buyer deadline is not a certification deadline
A purchase commitment can support transition economics, but it cannot shorten the land-history requirement or replace certifier review. Build the sourcing timeline backward from eligible harvest, certification work, crop planning, seed or planting material, processing capacity, and delivery requirements.
Records: what the plan promises, the file has to prove
The plan and the records have different jobs
The Organic System Plan explains how the operation intends to comply. Records demonstrate what actually happened. When the two disagree, update the system with the certifier instead of creating records that merely make the file look complete [10][7].
Think of the OSP as the approved description of the operating system. The records are the transaction history produced by that system. Both should use the same names and identifiers.

Use stable identifiers
Calling the same parcel “North 20,” “Tomato Field,” and “Block A” in three different systems makes traceability fragile. Choose one stable identifier for every management unit and connect colloquial names as aliases. Do the same for products, lots, storage locations, facilities, suppliers, and customers.
For orchards, vineyards, agroforestry, grazing, and diversified vegetables, the management unit may be a block, paddock, alley, bed group, tunnel, or harvest zone rather than a conventional row-crop field. The identifier should match the level at which management and organic status can actually differ.

Approve first, record second
An input list or third-party material directory can help screen products, but the operation’s certifier remains the approval authority for its organic system. USDA advises that all substances used on organic operations must be approved by the certifying agent before use. Keep the approval with the exact label or formulation reviewed, because products with similar names may not be identical [9].
A receipt is not an application record
A purchase record proves acquisition, not use. Record the date, management unit, product, rate or quantity, operator, purpose, and any restrictions followed. For a material not used, preserve the disposition when its presence could otherwise create an inspection question.
Build a backward and forward audit trail
A buyer, handler, inspector, or certifier should be able to trace an organic lot backward to its source and forward to its destination. The records should also support quantity reconciliation: beginning inventory plus production or purchases, minus documented losses and ending inventory, should reasonably align with quantities sold. USDA’s strengthened enforcement framework places increased emphasis on traceability across organic supply chains [8][12]. The supply-chain section below follows that trail past the farm gate.

Choose a recordkeeping system the team will use
Paper, spreadsheets, accounting software, field-record apps, and enterprise systems can all contribute. The important controls are completeness, legibility, retrievability, consistent identifiers, access during inspection, and protection against accidental loss. Avoid requiring a field crew to enter the same activity into multiple disconnected products.
Technology supports the record; it does not certify it
A digital record is useful only when it reflects actual work and can be connected to the approved OSP. An app should not automatically label a field, lot, input, or product “organic” without current certification evidence and the correct scope. Confirm record formats and retention expectations with the certifier.
Who else in the chain needs certification
Ask about activities, not titles
A company calling itself a broker, brand, distributor, platform, warehouse, co-manufacturer, or logistics provider may perform very different activities. USDA certification responsibility turns on what the operation actually does with or in relation to organic product. Map those activities before deciding whether certification is required [13][12].

USDA explains that handling includes physical activities such as combining, aggregating, conditioning, packing, repackaging, labeling, storing, receiving, loading, and processing. It can also include activities without physical contact, including selling, trading, facilitating the sale or trade, importing, and exporting. The list is not exhaustive [13].
This broader approach is central to the Strengthening Organic Enforcement rule. It closes gaps in longer or more complex supply chains by bringing more traders, brokers, importers, exporters, and other handlers under certification and traceability oversight [12].

Exemptions are narrow and fact-specific
USDA identifies limited situations in which an operation may not need certification. The listed exempt entities and activities include operations that sell $5,000 or less in organic products each year; operations that only receive, store, or prepare for shipping — without otherwise handling, importing, or exporting — product that stays in the same sealed, tamper-evident packaging or arrives already labeled for retail sale; and operations that only buy and sell product already labeled for retail sale. USDA states plainly that importing and exporting are not exempt activities. An exempt operation still must comply with the regulatory provisions that apply to it, and a commercial buyer may contractually require certification even where USDA does not [13][12].
Do not copy another company’s exemption conclusion
Changing one fact—opening a package, splitting a lot, applying a label, storing unpackaged produce, taking part in a trade, importing, or processing—can change the analysis. Document the exact activity flow and obtain a conclusion for the actual operation from an accredited certifier or qualified regulatory adviser.
Certification moves operation by operation
A finished organic product is not created by one certificate covering an entire network. Relevant producers and handlers hold certification for their applicable scopes and products. Records connect the certified product as it moves between them. Buyers should verify the current status of each required operation in the Organic INTEGRITY Database and review certificates, product addenda, invoices, lot records, and labels — the verification steps above apply to every operation in the chain [6][14].
A co-manufacturer’s certification does not automatically cover every formula a brand sends to the facility. The formula, ingredient status, processing aids, sanitation, packaging, label, and product listing must fit the certified handling system. Likewise, a brand should not assume it is outside certification merely because a contractor physically makes the product.

Salt and water are treated separately in the USDA composition calculations. Have the certifier review the actual formula and label.
Composition percentage is not the only label question. The certifier also examines ingredient status, National List allowances, product name, principal display panel, ingredient statement, certifier identification, seal use, and other applicable requirements. Submit final artwork through the certifier’s label-review process before printing [14][9].
Build a certification map before signing supply agreements
Draw every organization and physical facility from source farm to final customer.
Write the exact activity each participant performs, including ownership, sale facilitation, storage, labeling, and import or export.
Identify which participants are certified, which may rely on an exemption, and who provided that conclusion.
Confirm scopes, certified products, labels, and current status rather than accepting a certificate image alone.
Design lot identity, quantity reconciliation, supplier verification, and fraud-prevention controls across handoffs, using the audit-trail structure described earlier.
Require notice before any participant, facility, ingredient, formula, label, or process changes.
Software can organize evidence, not grant approval
A database, marketplace, recordkeeping app, or readiness tool can help organize fields, products, records, tasks, and questions. It should never display “certified” solely because a user checked a box. Certification status should be tied to current certifier-issued information and the applicable scope.
